John Ciorciari
John D. Ciorciari is an assistant Professor at the University of Michigan’s Gerald R. Ford School of Public Policy. He is a former U.S. Treasury official and term member of the Council on Foreign Relations. This article is based on a paper presented at a May 2009 workshop on rising powers organized by the Princeton Institute for International and Regional Studies.
