The June 2013 implementation of the UNHCR-invoked Cessation Clause will expose Rwandan refugees to forcible repatriation and risk of persecution. To protect Rwandan refugees from abuse and injustice, UNHCR should withdraw its support and instead recommend voluntary repatriation.
