Dr. Morten Pedersen is Senior Lecturer in International and Political Studies at the University of New South Wales/Canberra and a former senior analyst for the International Crisis Group in Myanmar. His recent publications include, with Anna Magnusson, A Good Office: Twenty Years of UN Mediation in Myanmar and, with David Kinley, Principled Engagement: Negotiating Human Rights in Repressive States (forthcoming).

The real threat to reform in Myanmar is not democratic backtracking by the quasi-civilian government but a military coup to unseat it. To counter this threat, the international community should provide the armed forces more incentives to back the reform process.
